DEVB launches Chinese version of NEC Engineering and Construction Contract (Hong Kong Edition)
On 27 November 2025, The Development Bureau (DEVB) launched the Chinese version of the NEC Engineering and Construction Contract (Hong Kong Edition) at the NEC Asia Pacific Conference 2025, further promoting the concept of collaborative partnerships and flexible risk management mechanisms in construction projects across Hong Kong and other cities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).
Speaking at the conference, the Permanent Secretary for Development (Works), Mr Ricky Lau, stated that the launch of the Chinese version is a key step for the DEVB in promoting rules alignment in the construction sector within the GBA, bringing Hong Kong’s internationally recognised project management model into the GBA, thereby laying a more solid foundation for co-operation between Hong Kong and other GBA cities. He also highlighted that under the guidance of the National 15th Five-Year Plan, Hong Kong will further leverage its strengths to integrate into and contribute to the overall national development
Deputy Director-General of the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality (Qianhai Authority) Mr Xie Huihui also attended the conference and witnessed the launch ceremony.
To implement the recommendations of the 2025 Policy Address, the DEVB is collaborating with the Qianhai Authority to select suitable pilot projects in Qianhai to adopt Hong Kong's NEC form, aiming to introduce the strengths of Hong Kong’s construction industry to the GBA to support high-quality development.
