What is NEC ？
NEC is a globally recognised as the collaborative suite of contracts that establishes a structured framework for managing contractual relationships between parties engaged in a project. Rooted in principles of collaboration, proactive risk management, and mutual trust, NEC provides a clear and systematic approach to guiding all parties towards shared project objectives.
Originally published by the Institution of Civil Engineers (ICE) in the United Kingdom in 1993 under the name "New Engineering Contract," the contract has undergone significant evolution over the decades to become today’s NEC4 suite of contracts, embedding consultation responses and user feedback while also reflecting industry developments and emerging best practice.
As adoption expanded well beyond traditional engineering disciplines into construction, services, and supply sectors worldwide, the name "New Engineering Contract" which is now “NEC” is used internationally across a wide range of industries. NEC has proved that through collaboration, fair dealing and good management, even the most high-risk and complex projects can be delivered on time, within budget and without litigation.

NEC in Hong Kong
In 2000, the Hong Kong Government set up the Construction Industry Review Committee to review the situation of construction industry, which in turn recommended wider adoption of partnering approach to construction projects. With years of efforts, NEC was subsequently put on trial in public works contracts starting from 2009.
Building on the successful cases of these pilot projects, the Development Bureau promulgated the policy directive in 2016 to adopt NEC in public works contracts and has been providing relevant guidelines and trainings to the professionals, fostering a cultural swift towards great collaboration across the construction industry.
